Two starved dogs were found in Elmira, New York on June 17, 2015, and police are looking for the owners. One dog was so severely malnourished that he couldn't walk and had to be carried to Elmire Animal Control and Shelter where both dogs are being cared for.   http://www.examiner.com/dogs

According to the report by WENY TV News, the dogs also appear to have been laying in their urine and feces for some time. Whoever did this to the dogs may be facing charges of animal cruelty. Both reek of the odor of urine. Both are being treated by Chemung Valley Veterinary Clinic."
